The first is random shit. Dunno what it's supposed to be. Not part of any page, so that's probably why it's broken.
The second part is header information that your browser uses to determine what is what and how to display it.
The third part is the part that your browser parses and displays.

Perhaps the owner is debugging to make sure all the statistics are displaying properly?

I'm sure you recognized the HTML. I was moreso commenting on the header and the fact that the part before the header is random crap that shouldn't be there for any reason.
