The eyes are fine, everything is fine. The hair is large, so it makes the eyes look smaller.
Obviously your resolution is bothering your eye sight, or you don't know the structure of 'cartoons'.

Depends on what technique for coloring you use. I don't like doing cell shades, i mean theyre fun but thats for newbs with no bewbs.
