my computer is a compaq presario (gift from my dad)
it runs windows 7. its ultimately slow as fuck.
thats pretty much all i know about it.
dont even know what graphic card it has.

When I ran it like two years back I was running off a Radeon 5870 and a GTX 260 with a quad core 4.2 or something Ghz CPU getting full FPS on any compatible game. Unless you have some top of the line laptop, you will not have much luck playing them, but you can try disabling Anti aliasing and other options that cut into performance if you really want to try.

When it comes to emulating, I believe there is more emphasis on the processor as compared to the graphics card. It doesn't take a great graphics card to render PS2 tier graphics.

Hm, well, if you could tell me what processor you currently have I can definitely tell you if you need a new computer, or just a better processor. Because if you have a Core 2 Duo, you're in luck, those are LGA775 sockets and those sockets are really flexible, you could easily upgrade to a quad core which should definitely solve your problem. You can check the CPU by right clicking My Computer and going to properties or using the run command and typing in dxdiag

Oh god, lol. Also, newer computer is the only way. If its an off-the-shelf computer its probably a microATX sized case and motherboard, so you won't be able to upgrade like anything lol. Your best bet is to start building from the ground up. New case, CPU, GPU, RAM, Mobo, PSU, heatsink, and whatever else I'm missing.

You probably need around 2gb ram and a 3.0ghz processor to play at a decent frame rate.

compaqs are horribly un-upgradeable. they usually have a pci-e expansion slot, but it won't be able to fit what you want. trust me. check out the innards and check before you buy anything.
