That means you were banned because you were hacked, and they didn't want the hacker to have your account so they banned it Unfortunately, normally when you're banned for a compromised account, you can't get it back because they don't know if you're the person who hacked the account or not

A solution for your issue has been suggested.

Our logs show that back in December 2010, this account was never once located within Florida or anywhere on the Eastern United States. This account became inactive near the end of 2010 and wasn't active until this time. When it became active it was in a location that the account was never situated in. Unless you can verify that you owned this account back in 2010, we have to consider this account a compromised account and keep it banned.
