Read the stuff in bold if you're a pretty straight forward person.
What you want to do (of course) is Open Photoshop. Then what you wanna' do is goto Window then click/check Animation. Once done, a window will appear in the bottom-middle of the project it'll then show you you're current picture. Right under that, you'll see a little toolbar at the end you'll see a Little trash can that deletes the frame, To the left of it you'll see a tab that looks like the "New Layer" icon, Click it. Once done you'll have the same picture as the frame before. What you do is Duplicate the Layer(s) you want to edit. Now that it's done You'll want to first Goto the first Frame then look for the duplicated layers to the right, Make the duplicated layers not visible for the people who doesn't understand that Click the eye to the left of the duplicated layer it'll disappear and boom, you got your first layer all set to go. Now Goto the second layer once again, Make the original layers (not the duplicated ones) non-visible by clicking the "eye". Then all the Visible layers are all set to edit on frame 2. Congratulations you made an animation (click play to see) to edit the time of the animation look for the "0 sec" label under the frame click the drop down and mess with the time.
Alternative tutorial: Make more than 2 frames,
Now that you finished your 2 frames you want to make a new one, Duplicate the layer(s) you want to edit once done you need to make the Original, and the first duplicated layers non visible. Then Just edit away and so on,
