It is a very good design but I have a few minor issues with it my many of which happens to be that it looks a tad too cartoony can't really describe that one any more that that though.
I also do not like the lines that you use to separate the areas of text, try a 1px white line on top of a 1px black line with an opacity of 15% you may have to experiment on that because of the colour of the background, for best results put the black line and white line on separate layers so you can change the opacity of both.
My final issue is not really a problem but I notice your using a custom font for your text, you should try working with "Tahoma" 11px with no style as it is the nicest and most popular of the web fonts available.
That may seem like a lot of negativity but I actually really like this design, that is why I though it was necessary to go into so much detail. I would personally give it a 8.7/10 so congratulations.

You see, I could never remember what that fonts name was, So I used an Adobe font I had downloaded and never gotten to use.
As far as the lines go, I tried white, and it came out too bright, so I made it res, then put black on each side at 50% to try and give an indented feel to it. I'll see what I can do with it later.
As far as cartoony, I really have no idea how I would fix that.

It's like you know how Photoshop has that filter gallery and its considered bad if you actually use them rather than doing it yourself even if its exactly what you wanted. It feels like that.
It's mainly the drop shadows and the rounded edges.
Also I don't know if you planned to actually make this or you were just practising the Photoshop side of design but I will happily turn this into a real website if your not planning too.

Actually, I saw no reason to use any of the filters.
And, I have no idea how I'd go about making this into a website, so I'd be overjoyed to have you make it into one for me, after I fix some things.
