Seems like a no to me.

He's basically saying if you're high enough to post about drugs he'd want to do it somewhere other than a place he feels forced to post at.

^ I crossed that out because it could be my personal interpretation of his post rather than what he actually means.

Edit: No idea why this suggestion hasn't been rejected yet. JY and/or a spam forum would more than suffice for a place to talk about drugs (even though doing so on a gaming forum is dumb as it is).
