does anyone know a good gif compressor?

i'm trying to compress images to 19.5kbs and i cant find a program that will do it good or keep the image animated

can someone help me?

unless you can get me a key then it might work better but when i used it it didnt do shit all

most animation gifs are bigger then 19.5kbs especially at 100x100 or 150x150

Besides gif images are already compressed, you would have to lower the quality. If I'm not mistaken that is.
