Just use photoshop. Same thing except theres blending options .

I just didn't want to PM anybody. So is there a free online web tool I can do it with if I can't do it with Photobucket? Would it work for GIMP?

No. No free web tool will have the same power as Photoshop.

Someone can tell him if Gimp has the ability to use the blending options.

I don't remember, because Photoshop pwns Gimp. (Free Portable version of Photoshop in the Warez section... btw...)

I'd prefer to learn how to fish then fish. If you know of a free web tool that would work better, I'd go with that too. Otherwise, yeah, GIMP would be nice.
