The mods can't just ban a user on a whim. It requires a post to be targeted for a particular infraction (predefined, site-wide rule), which supports a report for all mods and admins to be able to read and agree/disagree with.

Not just mod = ban power.

If they mark an account as an alt, it's an auto-ban, so there's that.

Duplicate account, custom infraction, and he has two active infractions so marking him with a spam infraction will ban him.
