I know it's just fun. Willy Wonka isn't really the last incarnation of the Doctor but I still like to pretend he is.

Sidenote: cartoon is non-cannon/alternate time line any way so none of it matters.

Never happening since it'd be illegal in some countries the show airs in and it occurred prior to the show. The writers told the voice actors about it and mentioned it recently a few times to help explain the relationship between the characters in the show.
