Cheap flowers? Your backyard.
You're doing Valentine's wrong if you're going about it cheaply. Valentine's is lavish. If you don't want to or aren't able to spend money, then it needs to be personal. Flowers aren't personal. Make something that takes however many hours that at minimum wage would be worth however many flowers you want to get. i.e. $8 flowers is a hand-made item that took an hour. Probably, though, since free time is more abundant than work time in this economy, you should really round in their favor in throw in some extra hours.
