How do I make my avatar bigger?
I've noticed a couple of users have avatars larger than 50x50 pixels.
For example: C0FFINCASE has an avatar image of 80x80.
I want my avatar as big as it can get. I think I've even seen 100x100 px.

He said his uploads it at a larger size, but it gets resized. I assume it's determinate on post count. It's probably a 50x50 limit until you reach UG Bronze, then it allows you to use 100x100. I can see you're in UG Bronze now, so try uploading it again.

Some people have certain privileges over others?
Probably something wrong with the avatar uploading thing.
I just don't like how my avatar is tiny.

What was done during UG Bronze?
Resizing it or uploading it from the comp isn't going to make a difference. It says right underneath the upload area that images greater than 50x50 will be resized. It's about user permissions. God knows what. Perhaps normal members have 80x80 privileges and the admins forgot to update the UG membergroups to allow 80x80 also.
Thought it had something to do with the file size.
I guess I'll have to wait till the Admins fix it, if they ever do.
I think a max avatar size of 100x100 would be more reasonable.
There are limits on both file size and dimensions. But as long as the dimension limit is 50x50 (which it is), the file size is irrelevant. If the file is too big, I'm pretty sure you just get a "your file is too big" error.
(whichever is smaller)
I'm contemplating that you uploaded your 100x100 image before you were UG Bronze. The admins probably set the permissions for regular members to be 100x100 and forgot to set it for UG. When you got to UG, your max dimensions dropped to 50x50, but it didn't mess with you avatar since it was already set before you got to UG. Makes sense from a programmer's perspective. And from a what-an-admin-is-likely-to-do perspective.
