Guys dont risk trying to verify a paypal doing illegal stuff, all you have to do is a simple thing, and apply for a card online such as MyGreenDot simply ask your parents if you have a bank account which im sure you do that you can use for a debit card.

use a Canadian PayPal

Exactly. The other option is use a foreign paypal and dont send too much
