Does federalism enhance effectiveness in government? Or does it inhibit effectiveness in government?

Anyone who can answer this question with good examples of modern day news get's $5 usd if my teacher approves.

hmmm were actually doing this feudalism stuff too, but i need to look up the difference between enhance and inhibit... if u can tell me cuz im too lazy.. :P i might be able to come up with some sort of answer?
