Did you confirm these rules with your higher ups, or did you just implement them out of your own free will?

He's a mod, and the rules are subject to modification. So I think he is allowed to modify them as he sees fit. If not, an Admin/Super-Moderator will take care of it. Stop instigating.

I'd think an admin would approve first before a mod just randomly changes them.
