Tax suggestion

Don't wanna submit this to suggestions forum unless I verify that some users actually think this is reasonable.

Idea =
All transactions of money that are 1000+ will be taxed for 1% and at the end of the month you can enter a lottery to win all that money.
Amount of money at the end of the month will affect how much teh lottery ticket will cost.
This will be a good way to spread money around LG?

You see, Arti can just MAKE this gold. Why waste the time of taking 1% off trades?

I don't want Arti to generate gold into the economy, I just want gold from the economy to circulate.
