Because there's this invisible vial attached to each member's accounts. When someone does something against the rules, a little bit of liquid is poured into that vial, we factor in how long they've been a member, the severity of the offense, if it's actually possible that the offender can change their ways and a few other things. Depending on those things, the vial will fill up faster or slower.
