need a bit of help
so i was thinking of buying pure/accounts with alertpay but i see that paypal is mostly used for paying with USD..if I payed through alertpay does that mean you still have to make an account there too just like paypal?

Using Alertpay to send to a non-member of that site (users of Paypal) would have to go through this:
Member to Non-Member Transfer

You can send money to people who do not have an AlertPay account as well. Login to your account, click on Send Money to transfer money to a non-member and they will receive a payment notification. They only need to register for an account to claim their money.

but they would still get their money right?

They still need to register an account at AlertPay.

How much hassle is it to get an accout there? I personally never heard of it :x

I know with paypal you have to attach a bank to your account (to be verified anyway) is it the same there?

This is a bit harder. You have to actually give them pics of your id card and such. Or credit card thing I think, don't remember.
