I think it would be cool to have a contest forum, but until then you could always give away game accounts in that game's forum or the general "Gaming Discussion" forum.
Do your giveaways in the relevant game's section. We need activity through out the site and that would help.
if the practice become rampant we'll definitely make a sticky in each subforum just for that.
You can do the giveaway either in the game's forum, if you prefer the community within that forum, or you can do it in the Marketplace if you prefer the Market-monitoring community. Your choice.
