Basic Javascript Programming Project Help !

Okay So. I'm in Computer Programming(HS) and my teacher want's me to made a "Game" called Skunk?
She wants a 2 dices and if both lands 1 then it's a skunk and have to pass the dice to the 1st player. So basically there's 2 PLAYERS and there must be a button for "Roll Dice", "Pass Dice", and if you get skunk the only option is to "Pass Dice". So what should i do? I'm like a complete noob at this and i don't know how to start this off

I'm to assume it's meant to be an HTML based game? Create the HTML components first and then I guess I can help you out with the Javascript to make it functional.
