Uhmmm...
1. The image has a scroll in it and the left is cut off a bit.
2. Wouldn't you want the top to be a frame of the real gaia and the botton as a fake page?
3. If 2 is true, then it was done before by somebody in LG 1.0.

Unfortunately it won't work because of that thing at the bottom of the screen. The bar that notifies you and tells you whos online, is set to be at the bottom of the page or frame and thus cannot be hidden.

If your saying you want the top to be the real part and the bottom to be an open trade scroll with an admin then I don't think it's possible. To be able to have them all scroll together won't work unless you code the bottom part and have Gaia's top part code stolen and input, so it'd be like.
Header= Gaia's top
Bottom part= Coded part that you made with frame src which is <frameset cols= ><frameset src="">
I'm not entirely sure about this so I'll wait for someone to verify what I said or say something about what I said. :p

@Domo
To have it properly work I had to code some javascript to resize the frame to the proper constraints.
Other than that the navigation will NOT work inside the frame, you need to pull the navigation outside of the frame and have it coded trk on your site.
