I suggest using either Notepad, Notepad ++, Programmers Notepad, ScItE. Anything other then dreamweaver.
I recommend Notepad ++ for learning too.
Dreamweaver is great and all, but it doesn't do the coding for you. You still need to know what you're doing.
Notepad++ is okay. EditPlus is better, imo.
Don't use page builders (e.g. Dreamweaver). It's infinitely better to code from hand.

I recommend Context. In my opinion it is better than notpad++.

There isn't really a good or bad way...
I suggest Dreamweaver because you can edit and see your changes on the fly...
I have done it both ways but like this feature...
With free hand you more like have to guess and check your way, which isn't always the easiest or best way to learn...
Whatever you prefer...
DreamWeaver is for the beginner. If your teacher says it is for "Advanced" coders, your teacher is stupid.
Free-hand is the proper way to code anything unless it has a respective RTC Program (Which HTML does not have. Although all .NET Languages do.)
Programs such as Notepad++ make Free-hand easier and I advice using them personally.
You will never get the full experience from anything but free-hand, and trust me when it comes time to getting a professional position, whipping out your portable dreamweaver flash-drive will make you look-a-fool.
