It's apparently a registry issue --^
But according to Google, everyone who has a problem with it also downloaded the nosteam pirated version. So lol @ you guys.
If the above link doesn't fix it, try this:
serverbrowser.dll download
I have no clue if that's the same DLL that's needed (probably not), but it's worth a shot? Be sure to keep a backup of the original DLL just in case.
