I'm not trying to deter you. Just giving you my take on thing. I absolute think you should do it. Labels are great and we need more indie labels. Just don't talk like the label you just started is this big up and coming deal. All new labels do that and it makes them look like idiots from an artist's perspective. If you can find a niche, get active in the scene, and make the right connections with stores and venues you can absolutely succeed on a local level.
I assume the DJ is your A&R team and you're doing tech? You'll need a larger A&R team and a Street team. The best way to get people to sign is show them that you can promote them. You demonstrate that by helping someone get poplar or at least making it seem like you made some one popular by getting them shows at good venues and then promoting the hell out of them and the show. You'll really wow people if you can get them into a good studio for fair rates and get them a lot of copies of the album to sell at a good price too. But to really set yourself apart you'll need to embrace a community, have an artistic vibe that matches it, and deliver that in your packaging of artist's merch and albums.
As an example I live in the mecca of punk on the East coast. There are a lot of local labels. There is one that everyone know about and goes to. They have a solid image, a good rep, and they don't rack your ass over the coals legally or financially. They understand they're role and foster creativity. A lot of artists leave them when they get bigger than the local scene and the label doesn't make that a pain.
