If you want the straight up logic used by all theologians and most religious philosophers.
Then pain and suffering are random. They have no meaning and no cause. They happen. God has no hand in it because pain and suffering come from evil and sin and God being good can't be involved with such things.

Who made evil? Who was the one who designated sins? Who was the one who made the Devil? Who was the one who killed millions of people?

If God is omnipotent, Then how come he cannot prevent such things? Or is he really just malevolent?

No one made evil. God designates sins as turning away from what he has designated will lead you to him. There is no devil. People kill millions of people, drugs kill millions of people, sickness kills millions of people, natural disasters kill millions of people, and old age/ defects kill millions of people.
God can prevent any thin he wishes, but he doesn't because he choose not to. Its part of free will.

In any case evil and sin are purely based on perception. There is no such thing as true evil or true sin, only what we believe is such.
Hence why people will bend the rules to tailor religion to their liking.
