Do they just ban your account or your ip address?

Your account. But sometimes they include your IP.

Gaia Does Not Ban IP > Gaia Do not ban IP

Gaia can and will ban all accounts associated with an IP at the given time, but they will not ban any future accounts from that IP unless required again.
