To start out i would suggest that you get familiar with the liquify tool. Play around with it on some photos because you will need to know how it behaves to do this without hassle. The other tool that you will need is the Pinch tool which can be found at Filter>Distort menu.
ETA - 30min
First start by taking the pinch tool and removing as much bulge as you can.
Then take the liquify tool and straiten out and lines as well is fix the eyes and head portions.
If one eye turns out strange than take a sample of the other eye and copy it. then go to File>New and paste it there. Then go to Image>Transformation>Flip Horizontally and then paste it back into the main photo. Now place it where you here you find it looks the best and use the Eraser tool and trim the new eye a bit. And when you have done that take the Blur tool and go around the edges to give it a more natural look. This process can be repeated on the shirt or hair if needed.
Keep in mind that this will vary for every photo.
